§ 23-31. Payment for service.

  • (a)

    Billing. All water service bills shall be due on the tenth of the month following billing, and service shall be discontinued to any person in arrears according to the rules and regulations of the state public service commission.

    (b)

    Determination of charges. All water shall be sold by meter measurements, except such special service as filling an occasional tank, shower service, street sprinkling, sewer flushing, etc., where the installation and maintenance of a metered service is not economically feasible. For such service, bills shall be rendered on an estimate of the amount of water used, plus an additional charge for labor and equipment if the service requires such items to be furnished.

    (c)

    Minimum charges. The minimum charges, as given in the rate schedule, shall carry with them the free use of water up to that amount. No charge shall be made for a lesser amount than the minimum, except at the minimum schedule charge.
