§ 23-77. Establishment of special charges.

  • Any person who is of the opinion that by reason of special circumstances any of the rates and charges are inequitable as applied to premises owned or occupied by such person may file with the city clerk a written application for revision thereof, setting forth the circumstances. The council shall then, at its next regular session, or at a subsequent regular meeting if requested by the applicant, hear the views of the applicant and all other persons interested, and may in its discretion by resolution fix a special service charge in such amount as shall be deemed just and equitable, for the period during which such special circumstances shall exist.
