§ 2-127. Duties.

  • (a)

    The city clerk shall perform all the duties required by state law, the ordinances of the city, and as may be ordered by the mayor and city council. In addition, the city clerk shall perform the duties of and shall be ex officio city collector.

    (b)

    The city clerk shall countersign all warrants drawn on the city treasurer, keep a record of the same and of the expenditures by the various departments of the city, and report to the city council monthly the amount of such expenditures and the amounts remaining unexpended in the various funds as created by the appropriations; provided, however, that the city clerk shall not draw any warrant on the city treasurer in payment of any claim presented against the city, nor pay or cause to be paid any claim presented against the city, until the same shall have been duly passed upon by the committee on finance and also passed upon and approved by a majority vote of the city council. The city clerk, as ex officio city collector, shall keep a complete and separate set of records and accounts for the various city funds, render monthly bills to customers for services and supplies, collect the bills and deposit daily to the account of the city treasurer the money so collected, taking therefor a monthly receipt of the city treasurer, and report same to the city council. The city clerk shall also report monthly to the city council the status of all accounts on the books together with such explanations as may be necessary, and shall submit a list of all delinquent accounts, giving the names and amounts in each case and in what particulars and for what period the customer is delinquent.
