§ 5-176. Purpose of article.

The area of the city known as the Tongue River Slough is part of the city drainage system and has been set aside as a ponding area pursuant to the flood control study currently being conducted by the Department of the Army Corps of Engineers, the city and the county. Abutting property owners have impinged upon this area by depositing fill material, thereby reducing its capacity in a manner detrimental to the public purpose.
